Pakistan Startup Fund, an initiative of Ministry of Information Technology and Telecommunication executed by Ignite National Technology Fund, is inviting applications from promising Pakistani startups for non-equity catalytic grants designed to help unlock private investment and accelerate growth. The fund’s core mechanism addresses a specific gap in Pakistan’s investment landscape, that private investors are often deterred from committing capital to early-stage ventures by the perceived risk of emerging market startups, and PSF’s grant structure is designed to absorb part of that risk without requiring the startup to give up any equity in exchange.
Eligible startups can receive grants covering up to 30 percent of their total investment round size, with individual grant amounts ranging from 50,000 dollars to 1 million dollars, a range wide enough to support both early seed-stage companies and startups moving into more substantial growth rounds. Structuring the fund as a percentage of an existing investment round, rather than a fixed grant amount, ties PSF’s support directly to a startup’s ability to attract private capital in the first place, meaning the fund functions as a multiplier on investor confidence rather than a substitute for it.
To qualify, startups must be legally incorporated in Pakistan, with no more than 10 years since incorporation, and must be active tax filers with the Federal Board of Revenue, criteria that filter out shell entities and ensure grant recipients are operating within Pakistan’s formal regulatory and tax system. Applicants must also be innovation-driven or operating a scalable business model with high potential for employment generation or wealth creation, and must have secured or be in advanced stages of securing private investment, whether through a term sheet, funding agreement, or letter of intent, a requirement that positions PSF’s grant as complementary to private capital rather than a replacement for it.
Applications are open on a rolling basis with no fixed deadline, and interested startups can apply through this link. The fund draws on a wide network of ecosystem partners, including National Incubation Center Lahore, National Incubation Center Karachi, National Incubation Center Peshawar, Daftarkhwan, COLABS, Endeavor, and Kickstart, positioning PSF as a connective layer between Pakistan’s incubation network and the private capital increasingly required to move startups from early traction toward sustained, investable growth.
