GIZ Launches Challenge Fund For Pakistan Textile Exporters

The Better Governance and Business Environment project, implemented by GIZ Pakistan in collaboration with the Ministry of Commerce, has opened applications for its first BG&BE Challenge Fund, a matching grant initiative aimed at export oriented small and medium enterprises in Pakistan’s textile and apparel sector. The fund is co-financed by the European Union and Germany’s Federal Ministry for Economic Cooperation and Development, and it is designed to support innovative green solutions and sustainable growth across an industry that remains central to the country’s export earnings.

Eligible companies can receive matching grants ranging from thirty thousand to one hundred thousand euros per SME. The program specifically targets textile and apparel manufacturers based in Punjab and Sindh that are registered, tax compliant, and have been operational for at least three years. Applicants must report an annual turnover below two billion Pakistani rupees and must be able to contribute at least half of the total project cost, whether in cash or in kind. Rather than funding straightforward equipment purchases, the fund is looking for proposals with sector wide learning potential, meaning ideas that other manufacturers in the industry could eventually adopt or learn from. Applicants are also expected to demonstrate the technical, managerial, financial, and change management capacity needed to carry a project through to completion.

The priority areas outlined by the program cover a broad sustainability agenda. These include resource efficiency across energy, water, waste, and chemical use, circular economy practices and sustainable production methods, digital product passports and traceability systems, environmental, social, and governance reporting alongside human rights and environmental due diligence, carbon footprint tracking and compliance data management, occupational safety and lean manufacturing practices, and initiatives supporting women’s economic empowerment and their integration into export supply chains.

GIZ Pakistan hosted information webinars in mid and late July to walk interested companies through the application process and eligibility criteria ahead of the submission deadline. The final date to apply is August 10th, and applications are being accepted through the GIZ Pakistan grant platform. The initiative arrives at a moment when Pakistan’s textile sector, which accounts for the majority of the country’s export revenue, faces mounting calls to modernize its environmental and social practices. Matching grant models like this one are increasingly used by development agencies to de-risk innovation for smaller manufacturers who might otherwise lack the capital to experiment with greener processes on their own. By requiring co-investment from the companies themselves, the fund also aims to ensure that supported projects reflect genuine business commitment rather than one off compliance exercises.

For SMEs across Punjab and Sindh looking to strengthen their export competitiveness while addressing sustainability requirements from international buyers, the Challenge Fund represents one of the more substantial support mechanisms currently available in the sector, backed by the combined resources of European and German development cooperation alongside the Pakistani government.
