HEC Task Force Head Dr Javaid Laghari Visits NIC Islamabad for Innovation Dialogue

NIC Islamabad welcomed Dr Javaid Laghari, Convener of the Higher Education Commission Task Force on Offices of Research, Innovation and Commercialization and Business Incubation Centers, together with senior officials from HEC, for a strategic dialogue focused on advancing innovation within Pakistan’s higher education landscape and strengthening the institutional connections between universities and the entrepreneurial ecosystems that translate academic research and talent into commercially viable ventures. The visit provided an opportunity for NIC Islamabad to showcase its incubation framework, startup support ecosystem, industry collaborations, and the best practices it has developed for enabling technology-driven ventures to move from early concept through to growth, offering HEC’s task force direct visibility into a model that has been built and refined over successive cohorts within the national incubation network.

Dr Javaid Laghari’s role as Convener of the HEC Task Force on ORICs and BICs places him at the centre of one of the most consequential current efforts to reshape how Pakistan’s universities contribute to the country’s innovation and entrepreneurship ecosystem. ORICs, which are offices embedded within universities to facilitate research commercialization and technology transfer, and BICs, which provide incubation support to student and faculty-led ventures, represent the primary institutional mechanisms through which HEC is attempting to convert the knowledge produced within Pakistan’s higher education system into economic value.
