The Ministry of Information Technology and Telecommunication, Ignite National Technology Fund, and Alibaba Cloud conducted the AI for Public Sector Leaders training at NIC Islamabad, bringing together senior government officials, secretaries, and director generals for a full-day executive program on responsible AI adoption in the public sector. The session gave senior civil servants direct exposure to AI concepts and tools at a level tailored to their decision-making role, rather than a purely technical training aimed at hands-on developers.
Participants covered AI and generative AI fundamentals, cutting through much of the surrounding hype to build a grounded understanding of what these technologies can and cannot do within a government context. The session also introduced participants to the Alibaba Cloud AI ecosystem, including the Qwen text and reasoning model family and the Wan image and video model family, giving officials familiarity with the specific technology stack underpinning many of the AI tools they may encounter in future public sector applications.
The training covered how retrieval-augmented generation and agentic AI work, specifically addressing how grounding AI in trusted government documents can improve accuracy, an important consideration for public sector applications where the reliability and traceability of AI-generated information carries significant public accountability implications. Participants also gained hands-on experience building real tools with Qoder and QoderWork, including document summarization and citizen-facing chatbots, giving officials a practical sense of how these technologies might be applied to actual government service delivery challenges rather than remaining purely theoretical.
The session closed with governance essentials, covering bias, data privacy, security, human oversight, and procurement considerations specific to Pakistan’s policy context. This governance component addressed the kind of institutional and regulatory questions senior officials are likely to face as they consider deploying AI tools within their own departments, reflecting an understanding that successful AI adoption within government requires officials to grasp not just the technology itself but the accompanying oversight and accountability structures needed to deploy it responsibly.
