NIC Lahore and Tech Horizons Venture Partnership | Pakistani Startups to Enter Saudi Market

National Incubation Center Lahore has announced a strategic partnership with Tech Horizons Venture, marking a cross-border collaboration aimed at creating pathways for Pakistani startups to enter and scale within the Saudi Arabian market. The partnership, described as a strategic collaboration, is built around fostering entrepreneurship and innovation between the two countries, with a particular focus on enabling ambitious early-stage and growth-stage companies from Pakistan to establish a foothold in Saudi Arabia, one of the region’s most rapidly expanding startup ecosystems.

A central component of the collaboration is market entry support, through which Pakistani startups will be able to access what the two organisations are calling “Soft Landing” and venture-building programmes, designed to ease the transition into an unfamiliar regulatory and business environment. Alongside this, both parties plan to co-organise pitching events that bring founders face to face with regional investors, addressing one of the more persistent challenges that Pakistani startups encounter when seeking to raise capital beyond domestic borders. The partnership also extends into ecosystem integration, with joint webinars and events planned to build familiarity and dialogue between the Saudi and Pakistani entrepreneurial communities. Additionally, collaborative innovation projects are envisioned as part of the agreement, targeting regional growth and creative business development.

National Incubation Center Lahore operates under the broader support framework of the Ministry of Information Technology and Telecommunication and Ignite — National Technology Fund, both of which are listed among the stakeholders connected to this initiative. The involvement of these institutions lends the partnership a degree of policy-level endorsement, positioning it within Pakistan’s wider effort to internationalise its startup ecosystem and attract cross-border investment flows.

Tech Horizons Venture brings to the table its presence and network within Saudi Arabia, offering NIC Lahore’s portfolio companies access to a market that has seen considerable government-backed investment in technology and innovation in recent years, driven in large part by Vision 2030 initiatives.
