Pakistan has formally unveiled the Islamabad AI Declaration, marking a policy step toward shaping the country’s artificial intelligence future under a sovereign and responsible framework. Announced on February 9, 2026, the declaration sets out guiding principles aimed at positioning Pakistan at the forefront of global AI leadership while aligning technological progress with national priorities and public interest.
The initiative has been led by Ignite – National Technology Fund under Ministry of IT and Telecommunication as part of the broader Digital Nation Pakistan vision. Officials describe the declaration as a foundational step toward developing an AI ecosystem that is inclusive, innovation-driven, and rooted in public accountability. The framework is designed to empower Pakistan’s population through technology advancement supported by private sector participation and institutional oversight.
According to the declaration, the framework rests on nine core principles. These include sovereign purpose and public value; human accountability under constitutional authority; pragmatic delivery and use-case orientation; sovereign data and trusted stewardship; explainable and auditable AI systems; coordinated governance; equitable and inclusive innovation; private sector-led sovereign compute; and global leadership through responsible AI diplomacy. The principles collectively aim to ensure that AI development in Pakistan remains transparent, secure, and aligned with constitutional safeguards.
The declaration outlines Pakistan’s intention to pursue a capability-driven AI ecosystem built on safety, accountability, and long-term sustainability. It emphasizes data governance, responsible system design, and structured oversight mechanisms to build public trust in AI technologies. At the same time, it signals support for innovation and entrepreneurship, encouraging the private sector to contribute to infrastructure development and research while operating within defined regulatory boundaries.
Through the Islamabad AI Declaration, policymakers have articulated an ambition to move from being passive adopters of emerging technologies to active contributors in the evolution of global AI governance. The framework positions Pakistan’s AI strategy within an international context while underscoring domestic priorities of public value, institutional responsibility, and inclusive technological growth.
