Structuring for Scale Report Highlights Climate Innovation Pathways in Pakistan

Pakistan is facing an increasingly urgent climate challenge, ranking 15th globally for vulnerability, with annual losses estimated at $3 to $4 billion. While the scale of the crisis is daunting, solutions already exist within the country, from solar energy and electric vehicles to AgriTech innovations. However, systemic barriers are preventing these solutions from reaching their full potential. A new report titled Structuring for Scale, authored by Laiba Ahmad, examines this landscape in depth, offering a roadmap for unlocking Pakistan’s climate innovation capacity.

The report highlights that although market potential for climate-focused startups could reach $3 to $4 billion over the next five years, gaps in financing, policy, talent, and manufacturing infrastructure continue to limit growth. Notably, 84% of climate capital currently comes from international sources, reflecting a domestic ecosystem that remains underdeveloped despite the presence of viable technological solutions. By mapping the crisis, the opportunities, and the structural barriers, the report provides a clear framework for investors, policymakers, and founders seeking to scale climate solutions in Pakistan.

Structuring for Scale identifies six structural reforms as critical to unlocking the country’s climate innovation potential. These reforms target key bottlenecks in financing, talent development, policy implementation, and manufacturing capability, aiming to provide a cohesive approach that connects innovators with resources, markets, and operational support. By addressing these systemic constraints, Pakistan can better support early-stage climate startups and position itself as a regional leader in sustainable technology solutions.

The brief also emphasizes the importance of collaboration between founders, investors, and government institutions to foster an ecosystem where climate innovation can thrive. Solar, EV, and AgriTech startups are already proving that their solutions are viable and scalable, but broader support is needed to transform these individual successes into a coordinated movement capable of addressing the country’s climate crisis. This requires targeted financial instruments, supportive policies, and initiatives that build local manufacturing and technical capacity.
