Startup Bangladesh Launches $33 Million Fund of Funds to Boost VC Access

Startup Bangladesh Limited has launched a Fund of Funds worth thirty three million dollars, equivalent to four hundred crore Bangladeshi taka, designed to work in coordination with Bangladesh Startup Investment Company, known as BSIC, a separate thirty five million dollar fund backed by thirty nine commercial banks. The two initiatives together represent a significant expansion of Bangladesh’s startup funding infrastructure, though the way they are structured to work alongside one another has raised questions among founders and investors trying to understand the practical mechanics involved.

Under the new structure, Startup Bangladesh Limited will allocate capital to institutional venture capital funds, both local and international, while BSIC will invest alongside those same funds when they choose to back Bangladeshi startups. This arrangement is designed to create a coordinated pathway between the two funding bodies rather than having them operate as entirely separate and disconnected sources of capital within the market.

In practical terms, the structure allows Startup Bangladesh Limited to approach international venture capital firms, including those with no prior investment history in Bangladesh, and commit capital to their funds on the condition that a portion of that capital is directed toward Bangladeshi startups. Once an international VC identifies a Bangladeshi startup it wants to back, the startup can point to BSIC as a co-investment partner backed by local commercial banks, giving the international investor a partner with direct local market knowledge and on the ground presence in Bangladesh.

This coordinated approach is intended to increase the likelihood that global institutional investors will actually commit capital to Bangladeshi startups, since the presence of a locally backed co-investor such as BSIC reduces some of the uncertainty international funds typically face when entering an unfamiliar market for the first time. However, the arrangement is not structured as a mandatory pairing, meaning not every fund backed by Startup Bangladesh Limited will necessarily complete deals involving BSIC, and not every BSIC investment will require a Startup Bangladesh Limited backed fund to be involved.

Despite these limitations, the introduction of this option is being viewed as a meaningful addition to Bangladesh’s broader startup funding infrastructure, given that it creates a formal pathway connecting international venture capital with local, bank backed co-investment capacity. The launch of both funds reflects a broader effort within Bangladesh’s financial and startup ecosystem to attract more international capital into the country’s technology sector by addressing some of the structural barriers that have historically made it more difficult for foreign investors to confidently back startups in the market.
