Ignite National Technology Fund, operating under Ministry of Information Technology and Telecommunication, has announced the Prime Minister’s SPARK and ELEVATE Program, creating a funded pathway for researchers, innovators, startups, universities, SMEs, and industries to move promising ideas toward technologies with real world impact. Structuring the initiative as two distinct but connected funding tracks rather than a single undifferentiated grant pool reflects an understanding that research commercialization typically fails at different points depending on how mature an idea already is, and a one size fits all funding mechanism tends to serve neither early stage researchers nor startups with an already validated prototype particularly well.
SPARK offers funding of up to Rs. 100 million per project, aimed specifically at turning applied research and bold early stage ideas into proven prototypes. This tier addresses a funding gap that has historically been difficult for Pakistani researchers and innovators to close, the period after an idea has scientific or technical merit but has not yet been built into something demonstrable, a stage often too early for commercial investors and too applied for purely academic research grants. By funding this specific transition, SPARK targets the point in an idea’s life where many promising concepts in Pakistan have previously stalled for lack of dedicated support.
ELEVATE, by contrast, offers funding of up to Rs. 200 million per project, aimed at transforming validated prototypes into market ready solutions. The larger funding ceiling reflects the higher costs typically involved in manufacturing, regulatory compliance, and go to market execution compared with prototype development, and pairing ELEVATE directly with SPARK gives successful SPARK recipients, along with other startups that have already validated a prototype through other means, a clear next step rather than leaving them to independently seek follow-on funding from a fragmented private investment landscape once their prototype is built.
The programme is open to a notably wide range of applicants, spanning individual researchers and innovators through to startups, universities, SMEs, and established industries, reflecting an intent to fund promising technology regardless of which type of institution originates it. Organizers frame eligibility around whether an idea can solve a real challenge, strengthen industry, improve lives, or build Pakistan’s broader technological capacity, criteria broad enough to span sectors from agriculture and healthcare to industrial manufacturing and digital technology.
