Ignite, the National Technology Fund operating under the Ministry of Information Technology and Telecommunication, has opened applications for the second batch of the Prime Minister Cloud Program for Startups, a one-year national initiative designed to help Pakistani technology startups adopt, optimise, and scale cloud infrastructure while keeping their operational costs manageable. Applications are open until June 15, 2026, and can be submitted through ignite.org.pk/get-supported. The programme invites Pakistani tech startups at the deployment or scaling stage to apply, and previous applicants are also eligible to reapply by highlighting new progress and traction made since their earlier application.
The Prime Minister Cloud Program for Startups combines tiered reimbursement, expert guidance, and collaboration with leading Cloud Service Providers to give startups access to cloud infrastructure that might otherwise represent a prohibitive cost at early and growth stages of development. Selected startups may receive up to 60 percent reimbursement on approved cloud costs, with the exact percentage determined by the stage and tier of the selected venture. Beyond financial reimbursement, participants receive guidance on cloud architecture, service selection, and cost optimisation from technical experts, along with complete flexibility to choose from any approved global or local Cloud Service Provider. Startups also gain ecosystem exposure through events, collaborations, and access to the Cloud Service Provider network, extending the value of the programme beyond its direct financial component.
The programme is open to Pakistani technology startups that offer a technology-based product or service, use or plan to use cloud infrastructure, can demonstrate growth potential and readiness to scale, and are able to justify their cloud usage against their specific business needs. These eligibility criteria are designed to ensure that the programme’s resources are directed toward ventures where cloud adoption will have a meaningful and demonstrable impact on growth trajectory rather than being treated as an incidental operational expense. Startups apply through a competitive selection process, and those selected receive an offer outlining their tier, cloud limit, and key performance indicators against which their usage and progress will be measured.
Once selected, participating startups use cloud services through their chosen Cloud Service Provider on a self-funded basis initially, submit invoices for verification, and then receive reimbursement as per the approved percentage, subject to the programme terms and conditions. Participants are also required to report quarterly on their usage and impact, creating an accountability framework that ensures the programme generates measurable outcomes rather than simply distributing subsidies. This structure reflects a deliberate design philosophy of building habits of disciplined cloud usage and cost awareness within startups rather than simply absorbing their infrastructure expenses without expectation of accountability.
Ignite has specifically noted that applications are strongly encouraged from women-led startups, non-technical founders building technology-enabled solutions, and founders from underserved regions across Pakistan, a signal that the programme is being designed with equity of access as an explicit consideration alongside technical merit. This inclusive framing is particularly significant given that cloud adoption gaps in Pakistan are not uniform across the startup ecosystem but tend to be most pronounced among founders who operate outside the major urban technology hubs and who may lack the networks and resources that give better-connected founders a head start. By actively encouraging participation from these groups, the Prime Minister Cloud Program for Startups positions itself as an instrument of ecosystem-wide development rather than a benefit concentrated among ventures that already have significant advantages.
