Women Entrepreneurs to Avail 25% Income Tax Concession from Tax Year 2025 After Federal Tax Ombudsman Decision

Women entrepreneurs across Pakistan will now be able to avail a 25 per cent concession in their income tax returns from Tax Year 2025 onwards, following the implementation of an order issued by Federal Tax Ombudsman on Complaint No. 18986/PWR/IT/2025 filed by Nida Khan. The development comes after Federal Board of Revenue formally acted upon the Ombudsman’s decision and integrated the relief into its digital tax filing infrastructure. Director General Information Technology and Digital Transformation, Inland Revenue, has officially notified the deployment of a dedicated tab within the income tax return form to facilitate claims under Clause 19, Part III, Second Schedule of Income Tax Ordinance, 2001, ensuring that eligible women entrepreneurs can directly claim the concession when submitting their annual returns.

The implementation translates a statutory provision into an accessible, system-enabled benefit that had previously faced procedural limitations despite being part of the legal framework. By embedding the concession within the return filing interface, Inland Revenue has created a structured mechanism that allows the 25 per cent reduction to be reflected transparently in tax computations from Tax Year 2025 onward. The integration addresses concerns around operational gaps that had restricted practical access to the relief and aligns administrative practice with legislative intent, thereby standardising how the concession is claimed and processed across the country.

The order itself followed a formal complaint lodged by Nida Khan before the Federal Tax Ombudsman, seeking enforcement of the concession provided under the law. The Ombudsman’s ruling directed the Federal Board of Revenue to take corrective steps to operationalise the provision, prompting the technological update within the income tax return system. The case illustrates how institutional redress mechanisms can be utilised to bridge the gap between statutory entitlements and their execution, particularly in areas where beneficiaries may face systemic or procedural hurdles in claiming relief.

For women entrepreneurs operating independent businesses, the concession offers measurable fiscal support at a time when access to capital and financial sustainability remain pressing concerns. A 25 per cent reduction in income tax liability can improve retained earnings, strengthen liquidity and encourage reinvestment into business operations, particularly for small and medium-sized enterprises led by women. The formal recognition and facilitation of the concession within the digital tax system also sends a broader signal regarding the state’s acknowledgment of women’s role in economic participation and enterprise development.

Beyond its financial implications, the development underscores the impact of sustained legal advocacy in shaping administrative reform. While supportive clauses within tax legislation often aim to promote inclusion and economic empowerment, their effectiveness depends on consistent enforcement and system-level integration. The intervention by Federal Tax Ombudsman demonstrates the oversight function designed to safeguard taxpayer rights and ensure that benefits enshrined in law are not merely symbolic but practically attainable. For the legal community, the case highlights how structured engagement with regulatory institutions can contribute to policy execution and institutional accountability.

The operationalisation of Clause 19 through a dedicated digital interface represents a step toward greater clarity and accessibility within the tax framework. As women entrepreneurs prepare to file returns for Tax Year 2025 and beyond, the presence of a clearly designated claim mechanism reduces ambiguity and administrative friction. In effect, the measure reinforces the principle that empowering women through fiscal policy is closely tied to implementation, and that meaningful reform requires not only legislative intent but also functional systems capable of delivering promised relief.
